Les Alm
Les Alm is professor of public administration and political science. His undergraduate degree is from West Point (Engineering) and his Ph.D. is from Colorado State University (Political Science with emphasis in Environmental Policy-Making). Professor Alm’s research centers on environmental policy, especially as it applies to U.S.–Canada cross border issues and the implementation of North American acid rain policy. His book Crossing Borders, Crossing Boundaries: The Role of Scientists in the U.S. Acid Rain Debate was published by Praeger Press in 2000 and he has had articles recently published in State and Local Government Review, Journal of Environmental Systems, Canadian-American Public Policy, Journal of Borderlands Studies, The Social Science Journal, and American Review of Canadian Studies.

Elizabeth Fredericksen
Elizabeth Fredericksen is associate professor of public administration and political science and serves as the Director of Graduate Studies for the Department of Public Policy and Administration. Dr. Fredericksen is co-author of Federalism: The Politics of Intergovernmental Relations with David Nice and Human Resource Management: The Public Service Perspective with David Patton, Nicholas Lovrich, and Stephanie Witt. Dr. Fredericksen has published in Public Administration Review, Review of Public Personnel Administration, American Behavioral Scientist and PA Times and has authored chapters in the Handbook of Global Environmental Policy and Administration and Creating Sustainable Programs. Prior to completing her Ph.D. at Washington State University, Dr. Fredericksen acquired eight years of professional experience in the public and private sectors in marketing, finance and human resource development. Dr. Fredericksen is the former Director of the Center for Sustainable Neighborhoods at the University of Texas at El Paso—a research and technical assistance center for community-based nonprofit organizations.

John C. Freemuth
John C. Freemuth is the Senior Fellow, Cecil D. Andrus Center for Public Policy, and professor of political science and public administration. His research and teaching emphasis is in natural resource and public land policy and administration. He is the author of an award-winning book, Islands Under Siege: National Parks and the Politics of External Threats (Univ. of Kansas, 1991) as well as numerous articles on aspects of natural resource policy. Some are published in Society and Natural Resources (1996), Denver Law Review (1997), Landscape and Urban Planning (1998), International Journal of Wilderness (2000), with Jay O’Laughlin, and Administrative Theory and Praxis. Dr. Freemuth also wrote “Understanding the Politics of Ecological Regulation: Appropriate Use of the Concept of Ecological Health,” proceedings of the International Conference on Ecosystem Health. He authored five Andrus Center white papers on public land policy. He has worked on numerous projects with resource bureaus including the U.S. Forest Service, U.S. Bureau of Land Management and National Park Service, and the Idaho Departments of Fish and Game, Parks and Recreation, and Environmental Quality. He was the chair of the Science Advisory Board of the Bureau of Land Management. He has also been a high school teacher and seasonal park ranger. While a ranger at Glen Canyon National Recreation Area he wrote “Wanderer for Beauty: Everett Ruess in the Glen Canyon Area,” a park interpretive handout. He holds a BA degree from Pomona College and a Ph.D. from Colorado State University. Dr. Freemuth was named the Carnegie Professor of the Year for Idaho in 2001.

Gregory Hill
Gregory Hill earned his Ph.D. from Texas A&M University and his MPA from Idaho State University and serves as the Director of the Policy Center’s Applied Research Center. His interests center on public management, administration and policy theory. He has written articles for The Oxford Handbook of Public Management (2005) and the Journal of Public Administration Research and Theory (2005) and has presented papers at several conferences including the annual meetings of the Southwest Political Science Association (2003) and the Midwest Political Science Association (2004). His research centers on the influence of constituents on governance.

Dick Kinney
Dick Kinney has a Ph.D. from the University of Notre Dame and is professor of political science and Public Administration. Dr. Kinney’s teaching and research interests are in the areas of public policy and budgeting. He has researched, written about, and led sessions at professional conferences on government budget processes, practices, and politics, particularly in state and sub-state jurisdictions. For the past 17 years, he has presented papers at the annual Western Political Science Association conference. He has also authored and coauthored numerous articles in national journals and had papers printed in conference proceedings.

Susan Mason
Susan Mason is assistant professor of public administration and political science and serves and the Director of the Community and Regional Planning certificate program. She has presented papers at the Annual Meeting of the Western Social Science Association Conference, the Conference of the Association for Public Policy Analysis and Management and the Conference on State Politics and Policy. She brings special expertise in community and regional planning and urban politics, with experience both as a planner and GIS consultant. She holds both a Ph.D. and MPPA from the University of Missouri–St. Louis.

David Solan
David Solan is an Assistant Professor of Public Policy & Administration. He specializes in energy policy and politics, and he performs research for the Center for Advanced Energy Studies’ Energy Policy Institute. Prior to BSU, Dr. Solan worked as a senior advisor at the US Environmental Protection Agency, reporting to the Deputy Administrator (COO) and the head of the Office of Research and Development on management and energy issues. He also served as an energy policy specialist on a committee and directed a legislative office in the US House of Representatives. He received his PhD and MA from the University of Delaware, and he has a BA from Drew University.

Stephanie L. Witt
Stephanie L. Witt is professor of public administration and political science and currently serves as Chair of the Department of Public Policy and Administration, Director of the Policy Center and the Internship program. Her research interests include local government service provision and response to disaster, and public personnel issues. She is the author of The Pursuit of Gender and Race Equity in American Academia, is co-author with James Weatherby of The Urban West: Managing Growth and Decline, and Human Resource Management: The Public Service Perspective with Patricia Fredericksen, Nicholas Lovrich, and Dave Patton. She is co-editor of Anti-Gay Rights: Assessing Voter Initiatives with Suzanne McCorkle. She has published in journals such as Public Administration Review, State and Local Government Review, and Review of Public Personnel Administration.
